Oh, I forgot-- the title "To Whom It May Concern" deals with the fear of bringing the relationship to another level. You're so afraid of how they'll react, you don't even want to do anything that may betray your feelings, so it isn't given to a specific person, just "To Whom It May Concern." If they feel the same way, then it concerns them. If not, then you want to keep your feelings locked up and just stay friends or whatever. Does that make sense? It does in my mind, but when I put it down, I sound like an idiot.
